Fender Laws?

Hey all, new around the forums but I'm sure I'll be a regular soon enough.

I got a 2002 Wrangler with a 4" suspension lift and 33" tires. I'm considering getting some new fenders. However I've been told of laws that require the fender to go out so far over the tire. Has anyone had issues with this? I figured as long as my turn signals and markers were still functional there wouldn't be any issues. But apparently there are...

Does anyone have any input on this?
