So I figured out the problem finally for anyone still having this problem. Apparently I was wrong in my earlier post and you can flip the housing around (at least the DDM's you can put them together backwards), the bulb was basically put together 180 degrees backwards, I took them both out and laid them side by side and they were oriented 180 degrees different from each other. So I took the housing apart on the one that was working wrong(2 screws for the DDM hi/lo bulbs), flipped it around so it looked like the one that was working right, and now it works right.
HID's work with magnets for the hi/lo switching. I don't know the exact science, but basically the magnet moves something in the bulb to reflect the light off at a different angle. Unlike halogens which typically have 2 seperate filaments that light off for hi/lo switching.
Anyways, if the magnet gets flipped 180 you are effectively reversing the polarity of the magnet. When it is supposed to pull, it pushes instead. So in this case when you hit the hi beams it goes to low beam, and vice versa.
So in short, if your HID's were acting like mine, there is a magnet in the bulb housing flipped 180 from the orientation it is supposed to be.

|viperx6x9x||Just for reference, First pic is with low beam on. Second pic is with hi beams on. Note I tilted the passenger side housing way down to level it out with the driver side before I realized the passenger side bulb was acting opposite how it should. Now when I hit the hi beam switch in the jeep, you can clearly see the pass side goes down while the driver side goes up.|

yeah, didn't think of that. I need to find a smaller torx head though, it is hard as hell to squeeze a nut driver with a torx head in behind the housing, and I am scared I am gonna crack the lens.
Speaking of which, does anyone know where to find phillips head screws I might be able to swap in place of the torx head retainer ring screws?

If the bulb is bad and you need a new one, you can leave everything installed (wiring and ballasts), just throw your halogens back in there for the time being. They should plug right back in.

Yeah, i am thinking it is most likely a bulb or maybe a ballast. But DDM isn't being very helpful about answering the support emails.
That and I can't wait 2 weeks for them to ship me another bulb because i don't want to get a ticket driving to work. So I guess I will have to buy one if i determine it is the bulb.

HID install problem. Need help.
I had this on my XJ. In my case it was just a bad HID bulb. Exchanged it and was good to go. Hope this helps

HID install problem. Need help.
So I put a DDM HID kit in my TJ. Wired everything up as per their instructions. It's a plug and play harness with connectors made so you can't do it backwards.
Yet somehow, one side is on hi beam, and the other is on low beam. When you hit the hi beam switch in the jeep they swap. This is making it very difficult to aim my headlights.
The bulbs are designed to go into the housing one way so I can't flip them 180. Also the housings (hella E code) are designed to fit into the jeep one way so I can't flip those 180 either.
2nd thought is the HID harness only has 1 male plug that goes into the factory harness, while the factory harness has 2 plugs, one for each headlight. Maybe this is causing the issue somehow? I have it plugged into the passenger side currently because that is the only spot where it can reach both the factory harness plug and the hot wire can reach the battery (also on passenger side).
Just incase this makes a difference, the TJ is a 2002 Wrangler X.
I am just a bit confused how everything works, but the 2 bulbs are not synched with each other.
The only thing I could find on their website was if you have the polarity reversed (some vehicles are backwards somehow) the lights won't come on at all.
