Fast flash troubleshooting

Yesterday I started getting the fast flash when using my left turn signal. When the headlights are on, the indicator light for the left turn signal on the instrument panel stays illuminated even when the turn signal is not in use.

I know this typically means a dead bulb so I checked them out, but none are dead. Here are the main symptoms:
  • Using left turn signal at any time: fast flash; both markers appear to be dimmer than usual
  • Headlights on: left turn signal indicator on instrument panel stays on; also, the two orange markers on the front left fender DO NOT illuminate unless I'm using the turn signal.
I tried swapping bulbs from from the left and right sides but the problem remains, so I don't think the bulbs are the problem. Any suggestions for next troubleshooting steps?
