Stay away from the lift shackles unless the boomerang one inch lift shackles are used. They will prevent the longer shackle from inverting. Never go more than one inch with lift shackles, as mentioned above, it will cause very negative effects to the steering due to the caster changes made.
I recently bought my first YJ and it came with 1 1/4" lift shackles on the front stock rear and 31x10.50's on 15x10 wheels, and it was all over the road when driving above 35mph. I went to a 3/8 thick HD stock length shackles front and rear, and added a main leaf(removing the spring eyes) from my old original 2002 2wd Blazer rear spring packs to the stock front springs and took the next shorter Blazer spring and added them to the rear. It does require grinding/cutting off the length to center the center bolt holes. Lift result= 2.5-3 inches lift. Also installed greasable shackle and main eye bolts and polyurethane bushings throughout the suspension, track bars, Main spring eyes, shackle mounts, etc.
Most will tell you it is a rough ride, but my Jeep had a nice solid feel to it, handles great with very limited sway. Hits bumps in the road no harder than the stock springs did. The cost was $9.00(new center pin bolts) and took about 3 hours of my own labor with basic air tools and a 4" right angle grinder to cut the springs with.

Shackle lifts also cause bad caster angles which if left uncorrected will lead to death wobble. Also adds stress to the frame
Best solution I would say is get either tag fenders for a tj, get flexible fenders by mce or metal cloaks.

With lifted springs, it can be beneficial to have longer shackles so the springs can extend fully.
Some manufacturers recommend this. I know that BDS recommended a 1" shackle lift with the 2" lift kit that I just got, partially for movement and partially to provide clearance for the military wraps, I believe.

The taller the shackle, the greater the change in caster. Change to caster too much and the steering will be negatively affected. Taller shackles are also more prone to bump steer if you run without the front track bar. The bad effects are even more pronounced with worn out suspension and steering components.
Another solution to consider is a 1" body lift. Won't affect steering or ride nor will it require any modifications to the driveline.

|ben95||why are shackles over 1" not good to use I put 1 3/4" shackles on my stock suspenion to clear the tires i pit on and worked out great|

I would not suggest an "add-a-leaf" - gives you a really poor ride.
Best solution is a larger suspension lift, or use what you have and do a SOA.
Shackle lifts are not too good to use over 1" either.

Where is it rubbing? The front or rear tires, and on the inside or on the fenders. If it is the front, does it happen all of the time or only when turning?
If it is rubbing on the fenders and you are willing to, you can trim them or put on TJ fender flares. If it is on the inside, either put in wheel spacers or get wheels with a shallower backspacing.

Add a leaf or shackle lift
1995 YJ with probably a 2" lift and 33x12.5 tyres. A lot of tyre rubbing obviously as the lift is not enough for 33's.
At the moment not ready for a full 4" lift so thinking of adding a 1" shackle lift and / or maybe add a leaf to give about an additional 2" of lift over what is already there.
What do you guys suggest - ? would i also need An SYE + CV drive shaft after this lift or would i be able to get away with just the SYE and the stock drive shaft??
