you said it doesnt start even when you hotwire the fuel pump.
is your dash working?
will it start on ether?
do you have spark?
on mine, the prefilter/sock thing that goes on the pickup tune disintegrated and went into the pump, killing it. have you tried pulling the fuel lines, then hotwiring the pump to see if you're actually flowing fuel?
try to start it on ether first....that'll at least narrow it down to whether you're dealing with a fuel delivery problem or somehting else. if it wouldnt start even with the pump hot wired, i'd be concerned it might be something else.

if not the relays, what can you advise me to check. As in prior posts I have almost tore the whole thing appart with out any luck.

Sorry about the thread, I didn't realize that.
Any way. I am trying to figure out this piece of garbage of design in this Jeep.
I went threw the wire harness pulled all of the loom tubing off, checked to make sure no wires were broken or shorting Out. Took out the ECU it looked good along with the ECU plug. This thing turns over but it does not start. The fuel pump works when I bypass it at the relay. but it still doesn't start.
went threw all of the plugs underneath the dash to make sure all were clean and no wiring issues. I am going threw them again tomorrow.
Any ideas that can help me resolve this mess I would appreciate it.

I stopped by a local parts store and picked up a new strainer for $5.50.
The part looks to be in good condition. I'll let you guys know the results.
If it won't work, I'll have to check out that XJ rig or look at swapping the '91 tank.
Fixing that up sounds like a weekend of absolute fun.
I took the 1991 fuel pump back to the store.

That's all she needs. The fuel pump, sending unit, strainer, etc. The whole kit - exactly what is in the 3 photos in the previous post.
I'm not sure what will best interchange with it or if I can rig something. I'll ask around and see what I can find out. At least they still have some fuel filters on hand! ha

I just called to order the part. $345.
They called 30 minutes later and said that they could not find one after exhausting their resources.
I'll check to see if exxon makes one since it's a gas guzzler!

I called them and this is only for the fuel pump itself and not the entire unit. I asked if they knew of anyone selling the units for 4-cylinders, and the reply was that there are not any being made aftermarket.

1990 Wrangler - fuel pump & sending unit
After letting my 1990 Jeep Wrangler 2.5L sit up for a few years, I decided to charge the battery and fire it up. The starter was turning over, but I couldn't get it to crank unless someone was spraying a constant stream of starting fluid while I cranked away.
I traced the problem back to the rusty fuel pump. The soured gas had an awful smell. The rubber hoses on the fuel pump unit was cracked and mushy feeling. To my knowledge, I cannot take the easy way out and interchange the parts (fuel pump, sending unit, strainer, etc.) because the pump itself is rusty as you can see in the photos. I have the 15 gallon gas tank and the eletric pump. Strange how some are carbureted and some are electric in the same year.
Now for the fun part. I call a few parts stores and they cannot find one anywhere. Next, I make the dreaded call to the Jeep dealership and they quickly inform me that the part is no longer being made and I am out of luck, however, I eventually found one. I am forced to order it tomorrow, and it will cost $340.
Here are some pictures of my rusty 1990 fuel pump compared to a 1991. I bought the 1991 to see if I could get it to fit, but had no luck at doing so.
