Need Help on Front Seat Belt 1997 Sahara

I had to remove the seats and cushion to clean and now I'm struggling to get the covers zipped back together.

Do the front seat belt latches go through the bottom seat cover or do they stay outside of the cover?

Anyone take a look and tell me if they are inside or outside of the bottom cover?
