2000 TJ: Frame patch kit?

My TJ only has one significant part of rust that probably won't pass inspection(Up here in PA >.> ). And i'm looking for a patch kit to weld over it. I'm fairly decent at welding, and my dad is even better. On top of that, my uncle welds for a living so i think we got getting it installed covered. I just need the right patch kit, but i'm at a loss as to where to pick it up or even the name of the location of the rust. But i have a couple pictures. It's right behind the rear driver side tire, near the suspension.

Closer up

Can anyone point me in the right direction? Thanks!
