Need Electrical Help

I own a 99 TJ 4L 6cyl and am having some electrical problems due to the previous owner.First, there is no #4 fuse in the glove box fuse box. So when I open the passenger door the interior lights do not come on. This does make sense. But when I open the driver door the interior lights do come on. This should not happen. Where could the problem lie?
