how can 1 size tire fit on different size wheels?

doesn't make sense. apparently a certain size tire, for instance 275/70 R18, can fit on a 7" to 8.5" wheel. so which size wheel would perform better as a daily driver versus rock trails? 8"? or 10"? i think i'll break the Jameson's out early today.

Another Newbie tire/wheel question

i'm trying to find Pro Comp series 8179 wheels. 3 different sizes i'm considering depending on availability. 16x8. 16x10. 18x9. if i want a 33" tire, what size tire do i need for each of these 3 wheel sizes? thanks. time for another shot of Jameson's.
