Seat belt sticking problem.

I have a 89 Sahara and the drivers side seat belt locks up a lot. This can be somewhat uncomfortable, especially when goin over bumps and suddenly it locks up and suddenly I can barely breath. Anyone with suggestions on how to smooth out the belt and get it operating properly.
