Mine showed similar symptoms last year, then I didnt use them all summer. Went to use them this winter and no response whatsoever.
I just ended up replacing mine. There is a rubber boot/housing on the stock wiper motor, and once water/salt/etc gets in there, it just sits and rusts, esp if you are like me and leave the top off all summer so they dont get used. On the bright side, replacement is pretty straightforward and the new motor was only about $90 from autozone.

My 97 tj too... thought it was multifunction issues/as my wiper arm is broke...too..
BUT, get out of jeep and pull on the arm of the windshield wiper when you have the power on............it may start working again....
this bugged the crap out of me.........freaking out about problem with upcoming snow........
My guess is that I need to take the shrowd off and see how much mud and leaves etc I got under there when 4wheeling while hunting........who knows what's in there........ will wd40 everything too and check connections... my guess its just dirt and grime........worse case motor starting to die.

TJ Wiper motor periodically won't work
1998 wrangler. I start it in the morning and sometimes they will not work at all, then 15 minutes later they start working.
