Big Sarge Yep very common problem and a cheap fix. Blower motor resistor and can normally be had for under $20. This video is for a newer model but it still applies to ours.

Blower - it's all or nothing

I just picked up this '99 Wrangler 2.5L. Everything works except the heater blower. It only works on high. Is this a common problem? I'd rather not reinvent the wheel with a bunch of troubleshooting if there's a known issue.
