The front axel on the YJ's engage with a shift fork not a hub. There is a slide ring that moves over to connect the two halves of the axel.
This is done with vacuum. When this is not working it is either a vacuum leak going to the shift mechanism or the mechanism itself is gunked up to where the vacuum isn't strong enough to engage.
There are cable kits you can buy to get a positive engagement. They are not that expensive, but I would start with removing the shifter located on the passenger side axel tube & clean it really well - check that nothing is broken or thrashed & re-install. Then replace the vacuum lines. Lines are cheap - less than $1 per foot.
You will be back in business in no time - I had the same problem on an xj I used to own.

4wd problem --and lots of snow !!
I have a 87 wrangler yard jeep, I can not get the front wheels to lock in, the transmission transfer case seems to work fine, but the front wheels won't kick in. Any help would be appreicaited thxs Bradey
