Sounds like the law is designed to do an end run and limit truck modifications by regulating the rubber under the truck. If I understand correctly, you can't have a tire extending past the flare, and you can't run super-wide flares to cover the tire. Thankfully, this is a moment for you to carry on some West Virginia traditions: show some ingenuity and stick it to the man.
For inspection, swapping stock junk back on the Jeep is a common trick. But, it doesn't do anything to save you when some over zealous cop sees you riding your oversized tires the next day. My thought is this... you need to extend the body metal and then affix the flares. A body shop good with a welder ought to be able to hook you up. The front flares should be easy. The rear is gonna take some finesse to look right. The Full Size Jeeps have a nice built-in contoured metal flare... look online for some pics. Specifically a Cherokee Chief which had slightly more pronounced flares, if memory serves. If you could duplicate that look, or cut them off a junkyard FSJ and weld them on, then affix the 3" factory flares I think aesthetically you have something you can live with ... and you can stick it to the man!

Something don't sound right. I'd find out more info. I don't see how they can deny flares.
Like 4Jeepn said, that new thing doesn't even have fenders like we are traditionally accustomed.

|4Jeepn||Barrow a set of small tires/rims from someone. Go pass inspection. Then look into if stock wider flares are okay to put on. If so get a set of the bushwacker flares that came standard on the Tomb raider rubicon. Or I think the std ruby flares are a bit wider. Hm, so how the heck will jeep sell the new JK in wv as it has no fender, but just the flare. Good Luck!|

|kbart||So they do not count the original factory flares as the "factory fender", some lawyer ought to agrue that one. If it helps the newer models use the 30x9:5 tires as standard with the optional alum wheels. Maybe you could use/find some of those swapped out for larger tires and wheels. Or move to AZ.|

No we are not allowed to use any extended flares that was an option i was going to include but they will not pass an inspection on that vehicle.

Problems in WV with fenders
I own a 2000 Wrangler sport with many added accessories although when I purchesed my jeep it came with after market rims and tires. The tires that came on it are Kelly Safari MSR 30X9.50 with Panther wheels. The combination of the two cause the tire to extend past the fender flare by 2 inches which the flares are your factory 3 inch. But the State of West Virginia have this radiculous code which states:
"18.104.22.168. Maximum width of fender flares is three (3) inches as measured from the outside edge of the original fender to the outermost edge of the flare." (This is WV STATE LAW)
What I am looking for are some ideas on what wheels i could place on my jeep that have a inside dish. I know that factory wheels would meet the requirments above although i am having some problems locating a good looking set to factory wheels. So any ideas on after market wheels that look good but have an inside dish equivelant to the factory wheels.
There has been numerous problems with jeep owners here in WV getting harrassed by police departments due to the fact they have 4 or 6 inch flares or their tires exceed the flare. This does include myself.
Any assistance would be great.
