I'm doing similar work in this area. Know in advance you will need to remove the tires to get to behind certain areas. Its easier in the front to gain access if you turn the wheels all the way in one direction but once you get to the back you'll see you need to remove them for that particular section.
At home depot they sell different attachments for different tools. I found what is called a wire cup and also two different types of wire wheel. One is coarse and the other is fine. Using these three tools plus just your hands/sandpaper will help you get a lot of areas.
Also after you cleaned the frame with the wire wheel you will need to wipe it down/wipe it off. Then clean the frame with a rag and some Acetone. Make sure the frame is completely dry before applying Acetone. It will remove left over grease and oils. It dries very quickly and is very potent. Wear gloves ( or not..won't kill ya ) and make sure the area is ventilated that stuff is strong. The Acetone takes literally seconds to evaporate so its good for drying quick but you need to do smaller areas at a time, not large ones.
For the priming I would advise you get Rustoleum Rusty Metal Primer

|Tarby||If you can't sand blast, you can use a wire wheel attachment on your drill, that works well, or an angle grinder with a wire cup/wheel. Just wear gloves and eye protection.|

Try this, Ospho turns the rust all hard and black.
I have used it on trailers and boats, it works really fast.

Yea, it's an attachment to an air compressor that shoots sand/air, and strips paint off anything in its way.
Also just found this, if anyone has tried it and it works i'll give it a go:

Can anyone give me a good method of removing surface rust from my frame and repainting like what paint to use?
