If you don't have to remove one than you do not need one for your year. It just may be for certain years.

Jollyczar Where does it go? I can't find a picture or diagram anywhere. I know how the lever and shoe go, I just can't figure out where to put the washer and clip.

Atthehop You should have removed one to get the lever off the shoe. They just want you to use a new one since the old one may fail and cause the lever to come off and lock up the brakes.

Parking brake lever to secondary brake shoe...

I'm in the middle of finally replacing my rear brakes. I've got all new parts and the FSM is telling me to "Attach parking brake lever to secondary brake shoe. Use new washer and u-clip to secure lever".

I know what the parking brake lever is and I assume the secondary shoe is the trailing shoe. Where the hell do the washer and u-clip go? I've got a set that came with the kit but there weren't any there on the original setup when I took it apart.
