03 RUBI You may need to drop your gas tank a bit to install those bolts. I needed to to install my Tomken. Rokman has a video on their web site that will give you the basics. As Jerry said above DO NOT leave them out.

Jerry Bransford For a spare tire carrier, I wouldn't leave any bolts out. I'd figure out how to get those bolts installed. I couldn't get two bolts into my ORF tire carrier because of my '04 having the air evaporative cannister up inside the tub and blocking where the bolts went so I added two bolts in a place I could get to that would serve the same purpose. Leaving any bolts out on such a high stress component would not be a good idea.

Smittybilt tire carrier...

I just installed the smittybilt src tire carrier on my Tj, I know I know everybody hates them but I needed one my stock carrier cracked after backing into a tree by accident on the trail and carrying a 33 1250 wasn't helping so anyway I got it mounted and I used 2 bolts top and bottom on each side and then the 2 big ones under the bumper, I couldn't get to the ones on the inboard side of the bumper so I left them out, should I have any problems with this in your opinion would this be strong enough? thank you
