Carb acting up

ok the choke is being a pain, but im gonna jerry rig it up tmrw. but the passenger side butterfly in the carb is not opening at all. i decided to buy a can of carb cleaner and was spraying the inside and outside of the carb and noticed that the motor wasnt bogging down when i sprayed the passengers side. i looked down into the barrel and found a little puddle of carb cleaner. the butterfly is basically closed shut and i cant get it to open. i tried pressing it open with a screw driver but it seems like its seized or something. what the heck could cause this? how to i loosen it up and get it to open???
