Taneytown in Carrol county did it a few years ago. I always wondered-is it enforced--what does it really mean.

Supporting things like this allows politicians to ignore real, difficult problems.

Good question. There's really no danger of English going anywhere. Most of the rest of the world speaks it as a second language. The only place in the US that has some areas that primarily speak another language is Miami, and that trend isn't spreading anywhere.
