sometimes i put clutch in and engine goes up to 4000 rpms.
 
This only happens once a week. I hit the gas and it goes back to idle under 1000rpms. Why?

Foot still on the gas . Even a little ??

Foot off and braking when it happens. I even took floor mats out just in case. If I let clutch out (in gear) rpms go down. Then in have to give gas so I don't stall.

I'm putting my bets on a faulty TPS sensor (throttle position sensor). Not 100% sure, but that's what I would change first if it were mine and I wanted to throw parts at it.

You've likely got a vacuum leak, especially if the intake manifold has ever been off.

Tps. $45 at local parts store. Will increase some power too!

Where is that located? What does it look like?

Hey my 98 tj does the same thing..intake manifold has never been off(not to my knowledge)..I actually put up a thread about it a few weeks ago..didn't get to the root of the problem with any of the responses..also happens when I put the jeep into reverse with foot on clutch..and it's impossible to get it out of gear without letting it stall out..getting frustrated..

Did you replace the tps Senor? What else have you attempted?

Np. Hope it works. I had to replace mine three times before it stopped "chugging" down the highway. It drove like the gas peddle was getting tapped at random.

You'll need a good #20 torx bit to get the two torx screws off. Make sure to depress the tab at the end of the wire harness connector after you slide the red tab back to get the connector off without breaking the lock tab that holds it on. It's best to do it with the hood all the way back to the windshield and when the engine isn't so hot.

I have no other issue then the Tom's going up with clutch in. Other then that it seems just fine. Still think that's the problem?
