lower adjustable control arms
if i get a 4 inch lift kit, do i have to get the adjustable control arms? i have heard that if i want to run a sye that i have to get adjustable control arms...can i run a sye without adjustable control arms?

4" lift
Most lifts come with longer lower control arms. They also come with a skid plate drop, to aid in the rear drive shaft angle. If you would like to keep your skid plate tucked up tight, than a SYE kit is manditory. There are a lot of people running the 4" lift, that have not done the SYE. It is preferable, if you want the maximum clearance possible.

will the standard rough country 4 inch lift kit be fine without adjustable lower control arms?...i know it has lower control arms but i dont know if they are longer...they probably are...i guess i could always get it and just not run the SYE (if you do have to have the adjustable lower control arms)

Lower control arms
The longer control arms that will come with your kit is sufficient for making up the difference in your lift. Just remember that the lower control arms will dictate your wheel base. The upper control arms will adjust your pinion angle on your axle. Hence that is usually what some people do, to get the vibration out of their driveline. They get adjustable upper control arms, which will allow them to pivot the pinion back a bit. That will help line up the driveshaft angle. But that is a whole other ball of wax. You do not want to do that unless you have the SYE already installed.
