Can't tell you where it is but did you try a search in here? Its been discussed before, try looking under water on floor, or cowl hood drain hose. I have seen multiple discussions on this so try that and see if it helps.

The cowl infront of the windshield remove that there should be 5-6 screws u will have to open hood to access two of them it will come right off when you get all the screws..Remove cowl and in the center there is a plastic black piece you will see it that is where the water is saposto drain the hose is connected to the bottom of it.. get a coat hanger or equivalent bend it straight an push it threw the hole down the hose. I also used compressed air i to blow it clean after i used the hanger.. i would also get a sum water an run it threw the opening to flush it out after above steps.. make sure u clean any debris ( leaves dirt helicopter things pine needles) out from under the cowl also while u have it off other wise it will get cloged again.. Hope i was of some help. Any questions just ask this is a very common problem...

post 6 shows where the cowl drain tube is & you should be able to figure out how to clean it out from there! Removing the cowl isn't a requirement, as it is an open drain, but it wouldn't hurt to clean out everything if you have it apart.

Not a requirement but its a easy way to access it an that way he can flush it out also. One other thing you have to remove the windshield wipers is very simple. Flip.wiper up pull little tab at bottom where it attach is to the Jeep an lift them off.. To Reinstall just line them up push tab in an place them back down on the windshield they will lock in.. It really sounds more difficult than it really is.

How would I flush it out though, do I have to detatch it from anything?

Not necessarily. My cowl plenum collects water with the drain completely open. If you park on any sort of grade beside level, "down hill" can easily be in a direction away from the drain.
