You might try to flush the heater core... after it warms up what is the temp reading?

Your Jeep needs a 195 degree stat. In the winter even the OE 195 will cycle and I can feel it in the heat output.

Make sure the t-stat has a bleeder hole in the flat disk surface. Otherwise air bubbles will get trapped behind it and prevent it from popping open properly. The coolant needs to be touching the wax insert, hot air won't open it.
