Live in Wisconsin, don't know if the cold has anything to do with it, but my running lights have been staying on intermittently when the car is shut off and key is removed. Problem only started a few days ago. Through operation of the switch the lights get brighter when actually put in the position for only the running lights to be turned on, and dim but remain on when switch is shut off (and car is shut off). I know there has to be a short somewhere but before I dive into the electrical system of my car I'd like to hear from anyone who has suggestions of what else might be causing it. Defective switch? Any suggestions where to look for a short? Or where to start looking for a short? Any help or insight would be appreciated.

You try wiggling the headlight switch to see if it resolves? Those switches are prone to issues but luckliy, easy to replace.

Yah I tried that. The switch operates fine through each setting.

I guess you are referring to Daytime running lights? Check the DRL module under the hood (firewall) or could also be multifunction switch. You try disconnecting the module to see if the problems resolves?

What do you mean by running lights? Parking lights/fog lights/head lights?
What year is the TJ?

If you are refering to the factory fog lights. Mine did the last year. I have an 01 and the headlight switch was the problem.

I would check your daytime running light module. Its mounted near the center of the firewall. They are packed full of silicone to keep the moisture out, but after a while they dry out and water gets in behind it and into the circuit board and shorts things out. About $100 through mopar.

I should have mentioned in the original post that the rear parking lights are on as well as the front and side daytime running lights. Which would rule out the DRL module right? Took the switch out today and the problem didnt resolve. It's a 2004 Unlimited. Have not been able to locate the DRL module.

Look for a black box mounted on the firewall that looks like this: Unplug it and see if your issues resolves.
