The emergency break doesn't hold on a slope how do adjust it?

First make sure the shoes are adjusted correctly and there is an adjuster in the middle right above the rear driveshaft that you can tighten

The parking brake won't hold when facing up hill or down hill or both?

Since you have an issue, you may a well take a look at the brakes and see if there is anything going on. Be sure your shoes are still good, not worn out. You can clean them up with brake cleaner from a parts store. If necessary you can adjust them with the drum off. Only problem with that is it might be a little difficult to get the drums back on if the adjustment is too close.
Without removing the drum, they can be adjusted from the backside by removing the rubber plug then use a brake spoon to move the adjuster for a tighter clearance.

The correct place to adjust the parking brake is via the adjusting wheel inside each of the two brake drum assemblies, not at where the parking brake cable splits to go to the left/right wheels. Adjust them with the drums in place.

i've had this problem with my latest TJ. had 2 different shops look at it, but nothing is helping. i know the brake shoes are in very good shape, so it's not that they are worn out. both shops said that they adjusted & everything is good, but i get in my driveway (only a slight incline) and it drifts. almost as if nothing is even holding it.

On hill facing down or up, I normally use the E-Brake plus leave it in gear which what I do most of the time vs the brake only. And even then I just leave it in gear only.

I do this as well. I will leave it in gear the opposite way it would roll if the parking brake let go. Nose facing downhill, in reverse. Nose facing uphill, in 1st.

My parking brake doesn't hold that well either. Soon, Ill be removing the drum, cleaning them and then adjusting them. Hopefully that will improve it.
