I have a 12V outlet there. I'm with RubiRambler, it will be a clip for holding papers which frankly would be more use to me than a 12V outlet.

I would guess it's to organize wires, like when you have your phone, her/his/their phones, ipad, laptop, whatever, the cords are always laying across things you seem to reach for only when there are cords in the way. Good idea Jeep.

I ended up cutting the clip off and then screwing the mount for my CB onto it.

Nope, just a trash bag, that came with the rear gate molle panel. I figured it worked better there.

I didn't even think about it being a wire organizer... Since its just a plug for a non-equipped lighter, I thought they tried to make it look like a rocker switch cover.

Mjpjr45 great place for a 1911 45acp but in here in Fl if it doe's not have a snap it will get you put in JAIL. but a great place for it .

45acp is right, but not a 1911, It hold my XD45 Service. Here in LA perfectly legal. :D

The holster is Blackhawk Serpa, and I mounted it with this

BLACKHAWK! SERPA Quick Disconnect Kit (2 Female/1 Male) - BLACKHAWK!

That way I can quickly change it out for a different one or just remove it when parking, so it doesn't show to prying eyes.

eta: you can actually find that part cheaper but that's the best description and pic of it.

I have the exact same setup, same gun, same holster, just no QD. I drilled 3 holes and bolted it right on.

When we lived in the UK they called it a "curry hook" and you saw them on almost every car. Like was mentioned above, they hold a plastic bag (with take-out food from an Indian restaurant, for example) and the bag swings through corners rather than tipping over and spilling all the sauce.

Not required, but just about everyone has one. :D Carjacking is pretty rare around here. I wonder why.
