Cost effective mods
 
After returning from a trip to the mountains I realized just how much my jeep could do with a stock suspension and 31s.
I want to go back but I need to mod the jeep up a bit before doing it again. What are the most useful mods for wheeling in the mountains? I have the 4cyl 5 speed

Tires give a bunch of capability. Lockers are great and will get you more places. Cost effective however isn't something a jeep normally plays well with.

The most bang for your buck is what you are asking about I believe. Tires, good shocks, locker, trail armorer (skid for oil pan and diffs), recovery gear, winch. That should get you anywhere you want to go. You may get stuck but the experience will be an education by itself.

^ What Tdog02 said. Not everyone admits it but a big part of offroading is picking your line, keeping off the brakes and the skinny pedal. These jeeps can really amaze you. You've got a big advantage with the 4:10 gears that come with a 4 cyl. Plus its a very dependable with lots of torque.
I think the best bang for the buck is armor because it give you a little confidence. Plus after a while you know what typically hangs up and you can avoid it by taking a different line over an obstacle.
Its fun ain't it?

It really is. This was the first time I needed 4 lo and it was crazy how much torque there was. It climbed some ledges that I typically would have avoided.

ROCK STOCK! Id say an aussie locker in your front axel will get you anywhere you want to go. that and some recovery gear will have you set!

I would say the best thing to put on there to help with not getting stock is a winch because if you DO get stuck you know you can pull yourself out and it gives you confidence to try obstacles you would have avoided. It was my first real mod. Also a portable air compressor or co2 system for airing up tires. An aired down tire has a LOT more traction than a full tire. Read up on airing down and winches Although good tires help too and you have to buy some eventually anyway right? Might as well now

I went down to 15psi and 4 lo. It was really powerful. I think a winch would be next.

I would definitely say lockers. I personally don't have 'em, but it's because I put my money elsewhere. If you're going to try and keep it stock, lockers will push you and your Jeep to it's limits and to the point where you may decide to lift it. I have a 2.5 TJ as well and love it. Harbor Freight's tools also has some small, cigarette lighter, air compressors that do the job...You may have to let it cool down ever 12 minutes, but it will get the job done.
