So what is the deal with the picture quota?? And does it reset cause it is really starting to get on my nerves

If you become a supporting member you will have much more room to upload pics.

the WF forum, is hosted on a server, one with a limited amount of space.
uploading pictures via attachments takes up some of that space. as a result, the amount of things you can attach is limited. there are a couple different ways to go about this.

a) in your user CP, you can manage your attachments, allowing you to delete old ones giving you the room to upload new stuff.
b) you can become a supporting member to get an increased amount of upload space(among other benefits)
c) you can use a photo hosting site, something like photobucket, imageshack, etc to host your pictures, and share them places.
