Rusty Frame question

Hi,
I am buying my first Wrangler, TJ, its a 97 model.
I stay in Rochester, NY, where we get a lot of snow.
The jeep that i saw was pretty well maintained. I got it checked with a mechanic over here, we found no leaks or any thing, the only thing that bothered me was that the Frame was rusted.
I saw some flaking , it was about 4-5 inches long and 3-4 inches wide, and it fell off with a little touch.
I was wondering if it is normal for a 11-12 years old jeep to have that kind of rust?

Yeah its normal to rust like that it dosen't help that you live in a state that gets alot of snow so they put down alot of salt on the roads. If you do purchase the jeep I would address the rust underneath so it dosen't continue to cause more damage. There are many things you can due my jeep has some rust underneath and its a 99' I have gotten underneath mine in a few bad spots with a wire wheel and a drill and removed it in a few spots and applied primer and new coating to the area. I am in the process of moving at the moment but when me and the wife get settled in our new place my jeep is going in the garage and I'm going to remove both axles and all the suspension and sand blast it all and apply new under body coating so it will last for the years to come. Whatever you plan on doing with with your jeep you need to remove the rust completely before you apply any body coating and or paint if not your just masking the problem.

There's a nice black coating spray you can use on the bottom of your truck to stop the surfacr rusting. I think 3M makes it.
