YJ starting issue

My 95 YJ is having starting problems. It turns over (cranks) fine, but requires a minute or so of pumping the gas, waiting then trying again and finally it catches and starts. I have gone to pep boys and had battery replaced, didnt work. Then they checked alternator and watts and that was fine. I did a full tune up, which did nothing. It has never had a fuel filter change, so I am thinking this is next. Any other ideas to try that I can do myself. If it is the fuel filter, is this easy to change at home. Thanks

Could be a couple things: choke, maybe dirty IAC, fuel filter (but I doubt it). You should change the fuel filter anyways because you said it has never been done. it is easy to change the filter
