I am in the process of building a new Bumper and was thinking about using herculiner. My question is how "bumpy" are the little rubber bits? Is there a product that would have smaller bits or even no bits. It seems that the bits would be great for traction on a floor surface, but as this is a bumper its not really needed. Perhaps something closer to the look of powder coat with more durability?

Herc has got quite a roughness to it. And to be effective, it needs to have 2 coats so even as thin as you could make it, it would be fairly thick.
I wouldn't powder coat anything like a bumper as when you scratch it (and you will) it is nearly impossible to match without re-powder coating it.
I recommend finishing the bumper, mocking it up and then roughing it up with a 3M pad, cleaning it with some acetone, 2 coats of self etching primer and the paint of your choice. You'll always have or be able to get matching paint for touch up.

Flat black costs a dollar. And you can get another can and another and another..
There is a guy that actually just opened up a thread where he lined his whole jeep. He used monstaliner which does not look near as bumpy and rough, but has that bedlined look. I think I also remember reading that it does not have the rubber chunks in it which makes it not quite as aggresive in texture. Unless you are looking for the bedliner look, I would also just stick to a spray paint...makes for easy touch ups

black undercoating works great i think it looks like powder coating and it comes in a spray can so if it gets banged up all you need to do to fix it is take a trip to auto zone or orileys and buy a new can

raptor liner has no bits....and there is a company on ebay that sells their own brand that comes with the bits in a baggy that you can put in if you want...I have some of theirs but haven't sprayed any yet

you should go buy a can of Duplicolor truck bed coating. Its an awesome flat/satin finish thats not real bumpy just textured. I have all my bumpers, fender flares, and both front fenders done with it. VERY awesome stuff!!
