Adding a 3rd backseat lapbelt

I just bought my first Wrangler, a 1997. I had a 1953 Willys M38 years ago.

Wanting to add a middle lapbelt. Is it as simple as unbolting the existing bolt in the middle and fastening it there? I didn't know if that bolt is threaded into the frame, or is there a nut under there where you would have to remove the gas tank to get to it?
Thanks in advance.

I'd just bolt it down with the same bolts that hold the female receptors to the floor.. not sure if you'd need longer bolts.

Are you going to give rides to garden gnomes? Seriously, how tiny are the people you're planning on putting back there?
