Need help on painting bumpers and running boards.

I want to paint both my front and rear bumpers as well as my running boards. All parts are the "tube" kind and all are currently chrome. I'd like them all powder coated black but I don't know who could do that around me (Westminster, MD) so I am gonna go with either a flat black or a hammered finish. MY plan so far is:

1. Remove all pieces
2. Sand down to metal
3. Clean all pieces to remove dust and dirt.
4. Apply 2 light coats of primer with light sanding in-between
5. Apply 4 coats of flat black or hammered finish paint

Any advice would be appreciated and I will definitely post a "how to" with pics when the project is complete. Thanks in advance.

Before sanding: scrub with a brush and use water and Comet instead of soap... This will get any "anti-paint" stuff like stray armorall, oil, fluids and the like off and keep it from being sanded into the metal, which would repel paint and make it bubble up. A tip my dad taught me. He used to run the body shop at a Ford dealer.

So use those instructions and THEN sand. Guess I'll use the same steps to clean it again after sanding. Thanks!

Seems like every time I get hammered something ends up being painted flat black lol

Lowe's carries it. Rustoleum Truck Bed Liner Spray Paint. About $5 or $6 a can. Autozone has it too but it's a little higher priced.
It's in a taller can than normal spray paint and it sprays EXTREMELY SMOOTH.
My front grill and headlight beezles are painted with it and it has stood up to all rocks that have been thrown at it. (been about 1 1/2 yrs) The paint hasn't really faded at all, but since it's such a simple job, I plan on putting another coat on it soon. I just masked off around the fenders, and stuck some cardboard in front of the radiator.
Also, I recently replaced my old, broken tailgate and purchased a used one that was more structurally sound. I plan on painting it with the truck bed liner paint as well.
My jeep is dark blue, with a black grill and black tailgate. (can't really see the tailgate because the spare tire covers most of it)

I am glad you posted this thread as I am planning on doing the same thing this week/next.

You do not need to sand down to bare metal, do you? What grit sand paper?

No you dont NEED to you can just sand it enough for it to stick but i wanted to take it down to bare metal because had some rust and a lot of chipping the time and effort and sanding pads is worth the $100 i spent on getting both front and rear tube fenders sand blasted. it all depends on how bad the paint is already.
