97 TJ brakes
 
What's the deal with the braking system on this jeep.At low speeds they bump ratchet and groan. I put on new rotors and drums but still the same. The mechanic showed me a memo from Chryster that claims this is normal and acceptable for this year Jeep. I say BS there has to be something to correct this. Does anybody have any suggestions?

Believe it or not, that is normal for that year, and newer TJ's, at least on the trail... We always joke that we are calling moose when we wheel in Canada! :D It happens on the Grand Cherokees as well as the XJ's if I remember right (been a while since I have wheeled with one with stock brakes). You are talking about trail speeds (2-3 mph) right? Or do you mean on the street? I have never heard of loud brakes on the street. If that is the case, you may want to talk to your local brake guy (reputable Midas or the like) and see what their experience is, or even another Jeep dealer.

Another option is ceramic pads in the front. Any dealer can get them, they are a Jeep part. I don't know if it will stop your noise but if it bothers you that much it may be worth a try.
