Stutter/Hesitation possibly leading to bad city MPG
 
I have a 1998 TJ Sport with the straight 6 and 5 speed manual transmission. At low RPM (1500-2000) and low gear (1st-2nd), when the jeep is cold and the weather is cold, the engine will hesitate/sputter. It usually only happens once when I first crank it up and pull out of from where ever it was parked. I do not know what is causing this. I have seen where people have similar problems and many still have found no solution. I am also thinking that this could be leading to poor city gas mileage, around 10 mpg, where as I get around 19-20 mpg on the highway. Granted, my usual city drive is from class and back, round trip about 4 miles, with plenty of stop and go driving but I do not believe that this would cause a difference in 10 mpg in city and highway driving! I have tried checking for codes but it hasn't thrown anything back at me yet! Does anyone have any ideas what this could be?!!
