It depends on how bad your springs are sagging. One that won't matter on how much lift you have is that your tires might rub against the springs when the steering wheel is cranked over at full lock....

I have a stock '95 with the 4-cylinder and 5-speed and if I ever break 15mpg, I'm ecstatic. I do have a bit of a leadfoot and my top is down half the time but crappy gas mileage on any YJ is normal.
