There is a pretty good sized groove on the bottom rail on both sides.
I don't weld or have a welder.
Is there anything else that could be done?

If the front pads fit tight into their rails (not in the rotor) and both the pad and the rail are clean of rust and paint. Is it okay to file the pad's backplate (mounting bracket) until it fits...

Pumps don't work very good when spun backwards.

Looks like soa with lift springs.
You can make out the spring up front going over the axle. Those springs have quite a bit of arch to them so they're not stock springs.
