It's pretty straight forward. It can be done without removing the bumper, but it's not terribly easy. Your best option is to remove the front bumper and then each light is held in with 4 screws.

I backed the vertical adjuster screw out all the way and then wiggled the basket on the two studs until the basket came off. The hardest part was backing the screw out all the way.

The install on these kind of decals isn't bad at all. I did mine in under a half hour by myself and have no issues. I also got my vinyl for something like $35 on eBay.
