Likely the idle air motor, it is the slit in the throttle body that is above the throttle plate and unit screwed to the engine side of the throttle body. When it is dirty or failed, it will whistle....

sometimes just the door seal gets frozen and pulls out. Then the door wont shut and when it does it is in a bind. Look and see if the seal is hanging out the bottom of the door jam....

Idle air motor can get dirty and whistle. I fixed mine with a shot of carb cleaner into the slot in the throttle body, but some people take them of and scrub them up.
