Could be but I always like to start at the free stuff first. Then if everything checks out you can change the fuel filter. But since it starts just dies at idle I would say your pump is fine.

Sorry I dont know but meadure 200 times and weld once. And the speedo gear is in the transfer case so no changing it should be needed unless your changing the gear ratio.
