In soft sand, airing down is much more effective than having a locker. If I were you, I'd skip the locker. Driving with open diffs will teach you to become a much better off-road driver.

Of course! Just make sure it's designed for that height of lift on a TJ. You really should do some more research, though. Not all adjustable track bars are created equally.
