If this is the hitch you are referring to, it bolts through the frame of the Jeep, not to the bumper. You will be more than fine pulling a small trailer like that.

Looks like it wasn't cleaned properly before powder coat, or it was done in less than clean conditions. I would ask them to redo it or give you a hell of a discount. It should be smooth.
