If its not a lamp issue it could also be the contact points getting all corroded in the front parking light housing. This is what happened to me...

The Tie rod assembly will have intentional loose, slight vertical up-down rotation as well. It never hurts to replace the entire assembly, it's super easy and inexpensive.

took it back to the parts store and exchanged it...

took it back to the parts store and exchanged it for a new one. The new one sounded like a new starter should without the clicking. No more buying remanufactured parts for me. Ugh

had a pacesetter on my former 97 tj. The only issue I had was they sent a regular gasket instead of a high temp header gasket, so be sure to order one of those. Other than that it was great
