Could be a fuel delivery/pressure issue or an exhaust issue. Seems like you've replaced quite a few parts already. Don't know if you've looked into the fuel pump or exhaust.

Thanks guys. As an update, it will make the noise when rolling, whether in or out of gear, and with the clutch in or out. Does not make the noise at a stop.

Did some more reading. Looks like the answer is yes and no. A cooler engine isn't burning the fuel completely, so the left over winds up in the exhaust leading to the appearance of a rich condition....

I believe there is a valve in the fuel pump assembly that is meant to hold the fuel in the fuel lines/rail, however it is known to go bad and leak. This is why cycling the key a few time helps,...

I think adjusting the throttle cable would be a bandaid fix. There's something else causing it to idle rough, and I don't think it's like the throttle linkage. But who knows.
