I went through something similar. My issue turned out to be a loose ground on my coil bracket on my 1997. Coil was sparking, but not nearly hit enough.

On my 97, in the fuse box behind the glove box, (I think) the top right fuse just below the spares is the fuse mine pops and does the same thing with the dash and tail lights.

rotor shouldn't make physical contact with the cap contacts. Rotors shouldn't break off. Something is not correct in this equation.

Just battled these myself. Use a slightly bigger drill bit, heads will come off probably. I ended up welding a hex bolt to them, removing them that way. Be sure to cover your paint and windshield.
