Loose trackbar

Noticed my trackbar is loose on the passenger side end. How tight should it be? Don't want to crank on it because of the aluminum tab "keeper(?)" on the backside until I hear from somekne that knows....

My brake lights are staying on from time to time after I get out of the jeep. I'm pretty sure it is the brake light switch.

Dont have one but have looked into them a little. I am thinking I have seen the bar should be around 15 degrees (higher in the rear) but as long as the back is significantly higher than the front...
