What jeep do you have? If it's a TJ I suggest the 3.75" combo lift instead of the 3.25. I did basically the same concept of lift. But I did a 2.25" budget boost lift on top of LJ springs & a 1.25"...

Here's a side pic of the mount location on my tow hitch, and how the bolts only go up into the frame, it even shows how the stock bumper tab is sandwinched between the hitch and frame.

I really like this rear bumper/tire carrier for the TJ, but I use my TJ to tow a pop-up camper. I see the tow hitch isn't rated. I'm wondering if the tow hitch that I have will work with the bumper....

Keep in mind that, the tire size that is stated on a tire doesn't always mean that's what the actual measurement is. You could go with BFG, or Good year tires in a 31x10.50x15 because they run small....
