I had mine done under warranty at about 20,000 miles. The problem is they only did the hinges that were showing signs of corrosion. Now I have some other ones doing it, but I am a lot further mileage...

I had this same issue, and Chrysler refinished...

I had this same issue, and Chrysler refinished them under warranty. That was about a year ago. I just checked earlier this week, and I have one more hinge doing it now.

This is a 2.5 aev lift with 34's on a 17 in rim. It's close to what you are asking for.
16's or 17's with the proper backspacing should both be fine.

You can reuse the valance. I guess it all comes down to personal preference, but I did keep mine on. The plate actually pushes the panel a little further back under the grill. I this this on its own...
