Why is there no switch but it's wired?

I was putting in the locker bypass last night and disconnected all the connectors and this area had wiring going to it but there's no switch...just curious as to what it's for? Did a quick search...

I had the same recall on my '97 and dealership replaced it for free, but that was a few years ago so like the others said, could have mileage or date restrictions.
