Are both sides of the pad wearing equally on that side? If both are wearing equally i'd say the caliper is stuck. If one side only is worn the slides are stuck as stated above.

Anyway - I used to use a small bungie cord around the "leg" that sticks up on the seat and the roll bar behind the driver seat. Worked well enough.
